In Pennsylvania, can grandparents get custody of a grandchild if the parents of the child are not taking care of the child due to the parents abusing alcohol and drugs? (one parent is already on probation)

yes they can but it is not as easy to prove as you might think. my first suggestion would be to get children and youth involved.having an open investigation would help to prove the grandparents case.
